To analyze the problem, perform the following operations:

Check whether the eNodeB is configured in trunking mode by running the LST ENODEBMODE command.
Check whether NEs are configured with correct licenses.
Check whether the CN node IP address is correctly added on the Device Node page. Ensure that the IP address is the SIP IP address on the CN.
