Why gem port creation commands are missing in OLT CLI?

Issue Description	We are having trouble configuring services for the ONTs distributed in the building either from CLI or u2000 NMS; specifically it looks like some commands relating to gem ports creation are missing or different from the ones used to configure GEMs in another OLT deployed some time ago. We need some support for configuring the vlan termination on the ETH ports of a test ONT
Solution	During the remote we found the xpon mode was set in profile-mode, that is why the commands regarding the gem port creation was not available. After changing from profile-mode to distributing-mode, everything was ok and the configuration could be done. After this changing, the device reboot. To could synchronize again the device with U2000, we need to delete the device and create again.
