You should check:

Whether the value of the destination parameter in the tunnel binding command is consistent with the destination address of the tunnel. If they are inconsistent, the tunnel binding operation fails.
Whether the MPLS TE tunnel to be bound is configured in advance and the mpls te reserved-for-binding command is configured in the tunnel interface view.
