HDLC does not need negotiation. The status of HDLC is Up if the physical link is Up. When the status of HDLC goes Up, a KeepAlive packet is sent. If the peer does not reply, the status of the HDLC goes Down. This problem is likely to be caused by packet loss on a physical link. In this case, you need to check links.
