The prerequisite for a client to initiate a TCP connection is that an LSR receives a Hello message from a server, and confirms that the LSR itself is the client according to the transport address carried in the Hello message. If the client does not initiate a TCP connection, you can check the received Hello message and the transport address that is selected through comparison.
