Why Are Images Decoded and Output by the Decoder Unclear

The output resolution of the decoder does not equal to the image resolution. The image resolution depends on the output resolution of the IPC. For example, if the output resolution of the IPC is D1 while the output resolution of the decoder is 1080p, the image output by the decoder is unclear, because the D1 image is magnified to the 1080p image.
