The question is asking which statement is false.

With that in mind the answer is C.

In an OSPF topology it is only ABR and ASBR which can perform route sumarisation.

Hi there,
I hate a labour a point but the answer is C. The question is asking which statement is false, ie not correct!

Point A is correct. Summarisation can only occur on ABR and ASBR's.
Point B is false. It contradicts point A.
Point C is correct. Route summarisation takes smaller component routes and advertises a prefix with a netmask large enough to encompass them all.
Point D is correct.
by having fewer smaller component routes in the routing table and
instead replacing them with fewer summary routes, the routing table will
therefore be smaller, route lookup will be faster and less router memory will
be used.
