Where to I open TAC cases?

I need to open a ticket, but the "Live Chat" isn't live and lead to a lengthy delay last time I used it.  I don't want to call in if I don't have to, and the "obtain bonus points" section of this forum seems to indicate it may be possible.  Specifically, it has a "knowledge" bonus point type with a "Create cases online and get approved." method, but I haven't found where to do this.

When I use your "create cases" link (http://support.huawei.com/enterprise/CaseOnline!toCreateCase), it takes me to a "Contribute Knowledge" page.  When I tried to open a case by using that page, I ultimately got the following response:

When I use the live chat link, I am taken to a web form and when I fill out that web form, I get this:

Thank you for your query, we will be in touch shortly.

I tried again today, the first time was over a month ago.  It took almost a week to receive a ticket number and response, and then I received another ticket number as if it were a new issue a few weeks later.

Hi,Live Chat is available,you need choose question type and fill in your Contry,then the chat begin start.

1.Click here to create cases or create  Practices  online.After you submit ,it will take 2-5 weekdays to approved.

2.You can find cases from Knowledge base.Ofcourse,after reading cases you can submit feedback or comment.
