When TCP fails to be established during BGP peer establishment, what is the status of the peer?

Hi,
When the BGP fails to establish the neighbor relationship because of the TCP error, the BGP status will stuck at active status, and try to establish the TCP connection, meahwhile, BGP will transfer to connect status.
In other words, if the TCP connection cannot be created successfully, you can observe active status and connect status.
