Static LAG is a bunch of links aggregated, which result into an aggregated X interface. No signalling takes place between two peers and therefore a miss-configuration on one side can be very harmful and difficult to troubleshoot(like links mismatch etc)
The dynamic LAG) uses LACP packets to establish association and therefore the miss-configuration probability is reduced (for example when links are bounded only on one device...). You have to keep in mind that at least one part should be configured as active.

i think in both options on Huawei device also using LACP for negotiation? because on the command specific “LACP-static/dynamic”

ok from my testing
lacp-static
1.device using lacp protocol
2.if some members can’t to negotiation LACP their port will be put to status unselected , port look like down state but still can send/receive LACP messages.

lacp-dynamic
it same as upper but incase can’t negotiation port will put to sate independent state, the port can forward packets.

When you deploy, you mainly look at the peer device.

So I understand this way:

- lacp-static is LACP active, send and receive LACP PDUs, after successfully negotiation the port is aggregate.

- lacp-dynamic is LACP passive, only waits for receive LACP PDUs, if receive the port is selected for agregation, if not the port is independent.

The only information that i found is about that use lacp-dynamic for connected to servers, but I´m unable to find a document that explain in deep the behaviur.

Maybe the lacp-dynamic was created to avoid missconfiguration with servers boundings, could be?
