One or more MPUs or VMUs in the upper-level domain is specified as the forwarding server(s). When multiple C/S clients in the upper-level domain want to view the same surveillance video in a lower-level domain, the lower-level domain sends media streams to the forwarding server in the upper-level domain. Then, the forwarding server forwards the media streams to the C/S clients.
