1. VPN FRR protects PEs by backing up a BGP next-hop. The backup outer label is LDP FRR.
2. BGP can transmit both IPv4 routes (public network routes) and VPN routes (VPNv4 or VPNv6 routes). BGP FRR and VPN FRR both protect the BGP next hop, one for the public network and the other for VPN routes.
3. VPN FRR can be VPNv4 FRR or VPNv6 FRR. VPN FRR is a general term, and VPNv4 FRR only defines the address family.
