Why I cannot assign 255 priority to Vrrp router?

Hi,

Priority 255 is reserved for the IP address owner. When the router is the IP address owner, the priority automatically becomes 255. If you have the opportunity to assign that priority to another router then two routers will handle the same IP with all the problems that that could raise.
