LTE Voice Solutions

Based on LTE voice solution technologies and evolution paths, there are four commercial LTE voice solutions: IMS/SRVCCOTTCSFB, and SVLTE. Each solution has its own advantage. In general, the IMS/SRVCC is the final solution. In this solution, voice services operate over the IMS and LTE networks. Subscribers can roam and hand over between the LTE and 2G/3G network.

Figure 1 shows the four commercial LTE voice solutions.

From the perspectives of reliability, QoS guarantee, emergency calls, and service, IMS/SRVCC will be the optimal solution for VoLTE. The circuit switched fallback (CSFB) is only a transitional solution at the early stages of VoLTE and co-exists with single radio voice call continuity (SRVCC) for a certain period. In addition, the IMS/SRVCC and CSFB solutions are carrier-class voice solutions that comply with 3GPP specifications. These solutions are recommended by Huawei.

  • VoLTE inherits all services provided by a circuit switched (CS) domain.

  • VoLTE carriers can compete with OTT carriers by using IMS to provide more multimedia services for voice over IP (VoIP) calls.

  • Subscribers can retain their identifiers such as mobile station international ISDN numbers (MSISDNs). This saves MSISDN resources and increases service revenues for carriers.

  • Roaming and network interworking are supported. 3GPP specifications have been defined for the IMS architecture, which is considered to be the next-generation core network by the communications industry.

VoLTE carriers have to deploy or reconstruct many network elements (NEs) on IMS.

OTT

OTT uses voice software such as Skype to provide voice services for LTE subscribers. The voice software connects to an LTE network through a mobile or fixed telecommunications network.

  • OTT carriers do not need to change their networks greatly. They only need to deploy OTT servers.

  • Rich multimedia services are available, which enhances user experience.

  • The OTT voice solution is less reliable compared with carrier-grade voice solutions.

  • An E2E QoS guarantee is not available.

  • It is difficult to provide public and regulatory services, such as emergency calls.

  • Roaming and network interworking are difficult because no standard specifications have been defined for OTT.

CSFB

CSFB reuses a CS domain to provide voice services for LTE subscribers while relying on an LTE network to provide data services. When LTE subscribers originate voice services, the network instructs them to fall back to a CS domain.

CSFB carriers do not need to deploy IMS or change their networks greatly.

  • CSFB carriers have to upgrade all MSC servers to support CSFB.

  • Delay on voice connections increases, which affects user experience.

  • CSFB carriers cannot compete with OTT carriers in delivering multimedia services, because calls are transmitted over a CS domain rather than an IP network.

SVLTE

Simultaneous voice and LTE (SVLTE) terminals, also called Dual Radio terminals, are connected to both LTE and 2G/3G networks at the same time. A CS domain provides voice services, and an LTE network provides data services.

  • SVLTE carriers do not need to change their networks. However, their networks must support SVLTE terminals.

  • SVLTE terminals deliver the same service experience as CS terminals. There is no increase in call delay.

  • Terminals must support Dual Radio chips. This increases the power consumption and manufacturing cost of the terminals.

  • SVLTE carriers cannot compete with OTT carriers in delivering multimedia services, because calls are transmitted over a CS domain rather than an IP network.

Circuit-switched fallback (CSFB)In this approach, LTE just provides data services, and when a voice call is to be initiated or received, it will fall back to the circuit-switched domain. When using this solution, operators just need to upgrade the MSC instead of deploying the IMS, and therefore, can provide services quickly. However, the disadvantage is a longer call setup delay.
