Is there any error message? We need to provide a solution based on your error information.

The root causes of VM creation failures may be the same in different environments and service volumes, but the actual percentages are different.

I guess the cause is that the domain fails to be added. If the domain fails to be added, VM provisioning fails. For details, see:
