1.2.1 Configuration Information:

1.2.2 Packets into the Tunnel:
The original packet sent by CE1 is the same as in Figure 1, but because the encapsulation mode is Ethernet, VLAN 16 in the original packet of CE1 is stripped when it enters the tunnel:

If the packets sent by CE1 carry two tags, the outer VLANs in the original packets are stripped and retained by the inner layer.

1.2.3 packets out of the tunnel:
After PE2 receives an MPLS packet, PE2 must decapsulate the packet and bind the VLAN 16 cost offset in the original packet to the VLAN corresponding to the VLANIF of the VSI. The other contents are the same as the original packet:

If the packet sent by CE1 carries a double-tag, PE2 replaces the VLAN ID in the original packet with the VLAN corresponding to the VLANIF that is bound to the VSI at the local end. The other content is the same as the original packet.
1.2.4 Supplementary explanation:

For applications where VSI is bound to VLANIF, no matter how the corresponding physical port is added to the VLAN, the packets on the CE side must all have the same VLAN. Otherwise, the packets cannot be forwarded by VPLS and will be discarded. And each version has this requirement.
