This issue has been solved.

This was a permission issue. You should run IE as administrator.

The administrator status has the highest authority.

Did you follow the correct steps in Video Synopsis

yes i followed all the steps and it was working before and stopped working suddenly @Hike

At initial stage , I can only request to check :

1.) License.
2.) User Roles

Suggest for remote access support as Hike mention .

Please following the operations at below to collect logs.
1.Go to directory: %appdata%\fsPlayOcx\logs
2.Delete all the files under this directory.
3.Login VCM web to repeat the video synopsis issue.
4.Go to directory: %appdata%\fsPlayOcx\logs to collect the logs.
