VCN 3020 Stacked/ Cluster MPU

I have to deploy  4* 3020 VCN. In first phase the requirement is 2 VCNs and other 2 VCNs will be addedd 15-20 days later. The design is a single node cluster.

For a cluster to configure all VCN must be stacked before.  The question is in Standby Node what will be the Upper level IP address, is it a Master node IP as i have to configure Floating IP address later for Clustrer. Can i make cluster without Floating IP Address. How can i give floating Ip address to Upper-Level IP while i dont know when making stacking.
