Relationship of SDH VC-4, VC-3, and VC-12: One VC-4 contains three VC-3s and 63 VC-12s.
Bandwidth of VC-3: 9 columns x 85 rows x 8000 frame/s x 8 bits = 48960000 bit/s (namely, 48.96 Mbit/s).
The payload capacity of VC-4 is 140 Mbit/s.

But my question is still there
3 vc3 is not equal to 140 Mbps
So how can we say that one vc4 contain 3 vc3

HI actually the VC4 bandwidth is (149.760) not exactly 140M that means it still higher rate than 3*vc3

 You can see here 1C4 = 149.760 While 3 * TUG3=148.608

the 3* TUG3 get multiplexed into 1* VC4

So i can say if I configured 1vc4 for my customer he can get 148 Mbps not 140 Mbps

There is a difference in bandwidth between loading PDH services on SDH and loading Ethernet on SDH.
When load PDH u send for customer PDH bandwidth but when Ethernet u send VC bandwidth.

when load E4 on SDH u just load 140M from the customer on STM1(155M) the rest is overhead bytes and stuffing .
E3 from customer is just 34M not 48M.
But when u load Ethernet the SDH uses VC3/VC4 that means 48M for VC3
And 150M for VC4.
