Issue Description

USG9560 cannot be active-active mode as below:

                Both Firewall version: V500R001C60SPC300

                Device configuration:

                Firewall_1:

 hrp enable

 hrp interface GigabitEthernet2/0/0 remote 10.0.17.2

 hrp mirror session enable

 hrp track bfd-session 10

                Firewall_2:

hrp enable

hrp interface GigabitEthernet2/0/0 remote 10.0.17.1

hrp mirror session enable

hrp track bfd-session 10

Check the log, the priority is 1000 higher than another.
                Check the version, it matches.

Check the configuration, it is okay.

                Check the hardware, there is something wrong as below:

The hardware does not match cause different priority.
