USG5530 interface configure QOS malfunction

WAN –USG 5530-LAN two network segment
Client's WAN bandwidth is 100M. LAN has two different network segments. One is normal network access segment. Another is server segment. The server network segment should have at least 400M bandwidth.
The max access bandwidth of normal network access segment should not more than 60M.
interface GigabitEthernet0/0/1
qos car outbound any cir 60000 cbs 60000 green pass red discard
But exam the interface runoff still exceed 60M

Handling Process

Turn off the packet sequence-kept function in system mode.
undo packet sequence-kept enable
Then check interface runoff, the result shows it's below 60M.

Root Cause

Cause
Find out the client's equipment turned on packet sequence-kept enable
In default state, equipment doesn't turn on packet sequence-kept function.
After turned on packet sequence-kept function, the QOS corresponding function of USG5500 will malfunction on the out interface direction. The USG5300's QOS corresponding function will not be affected.
