Used IP Addresses In The Pool Exceeds The Threshold

Hi Guys,

I have a problem about Ip pool in LNS on ISP

the problem is i have this alarm

Alarm Explanation: Used IP Addresses In The Pool Exceeds The Threshold

and this pool in a group pool that has two pool.

the fist pool is full that means all IPs its used,while the secend pool is empty it means all IPs idle.

could you give me Explanation

or any suggestions to take IPs from two pools
