0%~10% Transmission time from the FTP server to the OLT main control board
10%~20% transmission time from OLT main control board to OLT PON board
20%~80% transmission time from OLT PON board to ONT
80%~100% ONT write flash time
100%~Re-registration succeeded ONT restarted to re-register successfully
