Make sure you are inserted it in valid slots (IU1-IU13). The N210 board is a single-width board (requiring one 5.5-U slot).

Valid Slots as per products:

OptiX OSN 9800 M24 subrack : In 1:1 mode: IU1-IU24 | In 1:3 mode: IU1-IU5, IU8-IU17, IU20-IU24

OptiX OSN 9800 M12 Subrack: IU1-IU13

9800 M05 Subrack: IU1-IU5

The G1N210 board can be installed in slots 1 to 13 in an OptiX OSN 9800 M12 subrack. Applicable subrack version: V100R019C10SPC600. The TNG1N210 board supports only the relay mode in an M12 and 9800 M05 subrack.

According to the information provided by you, it is most likely that the problem is caused by version mismatch. Check the versions of the boards, SCC boards in the subrack, and NMS.
