UE capability based Priority Strategy

In Huawei LTE NWs, how it is possible?

1. To deploy different priorities based on UE capabilities? Like UE supporting 2CC or more should camp on carrier L9 in UL and L9 and/or L18/L21...in DL. (So within LTE, it's a dual connectivity and UE capability based traffic control)

2. UE not supporting CA should keep on L18 as priority carrier.

3. Above conditions for idle and dedicated both.
