Like the link between NE1 and NE7 is one MPLS Tunnel ?

no the ports toward NEs called NNI (Network Network interface )between these ports no need to establish any thing but fiber . except if you have NEs and the connection between the NNI ports is Ethernet and you choose to use MPLS technology , then you must create Tunnel and inside the Tuneel PW for each service you create between these NEs

MPLS is not used when there is optical fibre connection between NE's ?

Ethernet can be over Fiber optic not only on UTP cables

oh ok ok. in the above image all rings are GE rings. So can we say that they are using MPLS ?

You can make them work as Native ethernet , so you dont need to operate MPLS or you can apply MPLS so you need to create Tunnels and pw |
