traffic policy is not working S5320 switch

We configured the traffic policy to cap the traffic on S5320 switch. But the traffic limitation configuration doesn’t take any effect on switch inbound interfaces. The input bandwidth utilization shows that traffic exceeds the configured limitation.

Please suggest how could limit the traffic
