Traffic balancing

Hi,

The S5720-28X-SI has two equal-cost routes (OSPF). Please explain how traffic balancing is performed on the two routes? Per-packet or per-flow? I looked for information on https://support.huawei.com/hedex/hdx.do?docid=EDOC1000177841&id=dc_vrp_cfg_016224&lang=en, but could not find the answer.
