Connection initiated by the CPE: The CPE can start a connection to the ACS at any time. If one of the following conditions, the CPE
must start a connection to the ACS:
•When the CPE is installed for the first time, the CPE is connected to the access network for the first time.
•Power on or reset.
•PeriodicInformInterval (for example Every 24 hours);
•When the time specified by the ScheduleInform method arrives
•The CPE receives a valid connection request from the ACS.
•The URL of the ACS is changed.
•When a parameter is modified, an Inform message is sent when the parameter is changed.
•When a parameter marked as "active notification" is modified by the ACS,

Connection initiated by the ACS:
•The ACS cannot use the Inform method to directly initiate a connection to the CPE. Instead, the ACS sends a Connection Request message to the CPE to tell the CPE to start a connection to the ACS. This method is mandatory for the CPE and is only recommended for the ACS.
•The Connection Request notification is an HTTP GET message without any other data. The CPE should use the digest authentication method to authenticate the ACS. If the authentication fails, the CPE should not initiate a connection. If the CPE and an ACS hold a session and receive a Connection Request from the ACS, the CPE must retain the original session for a period of time and cannot terminate the session immediately.
