Problem description

For the OSN 3500, the useful one is extbios in set 2. 

 For the OSN 9500, the useful one is extbios in set 1. No need to load extbios in set 2. This is contradictory to NG-SDH.

Solution

Considering the upgrade mapping, you should load extbios in set 2. On the one hand, this operation ensures mapping. On the other hand, in case of loss of extbios in set 1, you can copy it from set 2 manually.
