Does Huawei offer any time lapse camera or a solution to capture the time lapse video?

Not sure about dedicated camera for this purpose but Time Lapse feature is available in Huawei (in fact in every mobile phone nowadays).
Go to Camera > More > Time-lapse, and touch to start recording a time-lapse video.

Thanks, but customer requires it in for a 3 year long project and mobile camera won't do it.

No, Huawei does not offer any Camera for time lapse as I know. But yes, all mobile phone camera can do this task.
