Problem description: there are no “Optical Doctor ” and “Fiber Doctor” button on the NCE. Need analysis the reason.

Confirm the netstar software install and the version match with NCE
After checking found that customer not installed OD/FD license to NCE
Root Cause
The license not include and open the function
Solution Description
Request and uplaod OD/FD function license.
