GPBC board will check one time every other 78 s (periods), if this gemport receive more than 78 protocol packets, and this situation sequence happened three times, OLT consider this one should be put into black-list.
In other words, if some gemport receive protocol packets continuously, the rate of that exceed 20 pps, and the period-time exceed 78 seconds, put it into black-list.
