I just met the same problem not long ago, at that time, I did the following actions to troubleshoot the problem which you can refer to and I hope it will be useful to you.
1. Check whether NEs are configured with correct licenses.
2. Check whether the eNodeB is configured to work in the trunking mode by running the "LST ENODEBMODE" command.
3. Check whether the core network node IP address is correctly added on the "Device Node" page. Ensure that the IP address is the SIP IP address on the core network.
On the other hand, if the Portable terminals can initiate trunking group calls but cannot initiate any video services, you can refer to the following troubleshooting method
1. Check whether there is a failure in the eMDC610-related processes.
2. Check on the eOMC whether the video function has been enabled in the registration data.
3. Check whether the terminal has been successfully registered with the eMDC610.
