This post will tell you one issue for The OSN 3500 SCC reports power-abnormal.
Problem description
After the OSN 3500 is powered on, in case the voltage and service are normal, the SCC reports the power-abnormal alarm.

Handling procedure
The input voltage for the OSN is from -38.4 V to -72 V. Within this range, all the equipment can work normally.
The SSN1SCC features the voltage detection function. It can detect two specifications. One is -48 V and the normal range is from -38.4 V to -57.6 V), and the other is -60 V and the normal range is from -48 V to -72 V.
Two inputs are implremented by two jumpers: J16 and J17. J16: channel 1 system power, J17: channel 2 system power. Without a jumper cap: the system is provided with -60 V power; with a jumper cap: the system is provided with -48V power.

Check whether the power is -48 V or -60 V and then set the jumper cap according to the related voltage. In case the setting is correct and the voltage is normal, but alarms exist, return the board for repair
