[Analysis Process]
1. Log in to the controller node and view the VM cloning failure log. No error information is displayed in the nova install-action command, as shown in the following figure.
2. Log in to the three controller nodes and run the req-id command to view the nova-api log. An error message is displayed, indicating that no IP address is available on the network where the VM resides, as shown in the following figure.
VM capacity expansion fails.

1. Expand the capacity of the address pool.

1. Delete unused test VMs.
