The advantages and working methods of global hot spare

In the same three cabinets, each cabinet has a global hot spare. I would like to ask how the global hot spare finds the faulty hard disks in the cabinet and then backs them up. Does the global hot spare inspect all the faulty hard disks in all the cabinets all the time? What is the backup mechanism?
