Telnet not working

hi there,

please assist, the AC v200r006 does not work on telnet.

I cannot telnet from it to another device,and cannot telnet to it.

the telnet server is enabled.

the user-interface vty lines protocol inbound is telnet

the service type of the local user includes telnet, I keep on having this issue with only an AC on my latest updated switches and Layer 3 switch.

please advice urgently
