Access to the equipment is restricted by password, in which case what I suggest would be the use of radius servers for each specific user to have their login and record of their activity, which in turn will be able to restrict user access by level (Level 1 cannot access the "system-view"). Another process that you might be checking would be the restrictions by access level, as follows:
