This post aims to describe the system architecture of the ICP (Intelligent Command Platform) solution.
System Architecture
The ICP solution provides various open interfaces. Using these open interfaces, this solution can interconnect with lots of service systems, such as fire alarm, crime alarm, first aid, video surveillance, wireless communication, public switched telephone network (PSTN), and computer-assisted dispatch (CAD). After the interconnections, the public can report emergencies and the p*** can perform unified incident reception, unified command & control, and united actions to provide emergency rescue. In general, this solution constructs a solid assurance system for urban public safety and strengthens collaboration and coordination between p*** departments, ensuring instant, orderly response under any circumstances. Figure 1 shows the solution architecture, which consists of access terminals, ICP, and service systems.

Access terminals
1. People can use their IP phones, mobile phones, or fixed-line phones to report incidents to the ICP through the PSTN or PLMN.
2. Dispatchers at the incident site can use their wireless handheld terminals to make internal calls and transmit video back to the command center. The command center uses the ICP to deliver commands to the onsite dispatchers.
3. The videoconferencing system enables immersive remote conferences and allows relevant personnel to communicate face to face in the case of emergencies.
4. The video surveillance system can deliver video of the incident site and its surroundings to the dispatch center and command center, achieving accurate decision making.
ICP
1. The ICP processes calls between incident reporters and call takers, calls between call takers and dispatchers, and commands delivered by the command center to onsite dispatchers.
2. A great deal of video needs to be dispatched during emergency handling, including video shot by onsite dispatchers and transmitted to the command center and decision making room, live video shot by surveillance devices, video pushed by videoconferencing endpoints, and video delivered by decision makers.
3. The access devices include the session border controller (SBC), trunk gateway, Wireless Trunking Gateway (WTG), enterprise multimedia dispatching and processing center (eMDC), and Switch Center (SC). They are responsible for connecting the PSTN/PLMN, video surveillance platform, wireless terminals, and video terminals to the ICP.
Branch command center
1. The incident reception center receives an emergency call through a channel and analyzes the channel and emergency type. According to the analysis result, the incident reception center routes the call to the right call taker.
2. After receiving an emergency call from a reporter, a call taker can directly transfer the call to a dispatcher. The ICP integrates the legacy communication system and the policing system to facilitate collaboration across p*** departments.
Advanced command center
1. The converged command center monitors and collects statistics on incidents in all its managed regions.
2. The converged dispatch center supports video-based consultation for big events and dispatching of emergency response units in all its managed regions.
