SRVCC (Single Radio Voice Call Continuity) is a VoLTE voice service continuity scheme proposed by 3GPP to solve the problem of how to ensure voice call continuity when single radio UE moves between LTE/Pre-LTE network and 2G/3G CS network, i.e. to ensure smooth transition between IMS-controlled VoIP voice and CS domain voice.
Based on the existing GERAN and UTRAN, 3GPP has initiated the standardization of Long Term Evolution (LTE) and System Architecture Evolution (SAE) programs, where LTE networks are initially built with limited coverage, and when users move to LTE networks for voice calls, the LTE signal is weaker, but the GERAN/UTRAN network is not as reliable as the UTRAN network. In areas with good signal coverage, in order to ensure Voice Call Continuity (VCC), it is necessary to switch from LTE to GERAN/UTRAN. 3GPP has developed a voice service continuity scheme for the dual-mode stand-alone mode, namely Single Radio Voice Call Continuity (SRVC) as proposed in 3GPP TS 23.216 R9, which is based on the Single Radio mode, i.e., dual-mode stand-alone.
