Issue Description

Some part of users can't open USB storage device which have Policy Center.

Alarm Information

It says "The USB storage device is prohibited for use for this terminal device.".

Handling Process

1. Checked the USB storage device, it is no problem.

2. Some user can open this USB storage, but the other users can't open it. It shows "The USB storage device is prohibited for use for this terminal device.".

3. Checked Policy Center "USB Authorization Rule", customer configured Authorization Rule for this USB. We deleted the rule and test, the other users can open this USB now.
