On MA5675 CLI you can use the commando "display ip interface brief" :

The number of interface that is DOWN in Protocol is 1

On interface WEB:
Check the ONT connection status.
In the navigation tree, choose Status > WAN Information. In the right pane, Connection Status is Connected.
On OLT:
huawei(config-if-gpon-0/3)#display ont ipconfig

Command:
display ont ipconfig 0 0
