Issue Description
1. Site eRS24-1 down and cannot get any alarms from U2020
2.After the eNodeB is cut over to the U2020, the eNodeB does not report an interruption alarm after the services of top eNodeBs on the U2020 are interrupted.

Handling Process
U2020 is R19C10 version
1. No alarm is generated at the current site. query enodeb history alarm have S1 and SCTP alarm
2. Query base station filtering rules on the U2020 (no special configuration is required).
3. The engineering mode of the eNodeB is normal.
4. Check the alarm query rules. The customer performs operations based on the eOMC query rules, which has errors.
Root Cause
This problem is caused by customer operations. ALM-301 NE Is Disconnected is reported by the U2020 instead of the base station.need query u2020 OSS,not enodeb
Solution
1.Main Topology-Current Alarm OSS（find mo object）;enodeb alarms have S1 and SCTP is to cns210,need login lmt webUI and local query it;
2.NE is disconnected, the U2020 scans the eNodeB and reports the disconnection to the OSS.
eNodeb report ALM-25901 Remote Maintenance Link Failure and SCTP/S1 alarms.need local login webUI query
