Hello..
1) Please what is the meaning of signal flapping?

2)when an alarm is reported...how do I use my first occurred time and last occurred time to know if the signal flaps or not..

Signal flapping means that signals on a communication network are disordered or unstable due to hardware or software faults.

You can check the service connectivity when the signal occurs. The following describes how to test the E1 channel and Ethernet channel. 

How to test the availability of Ethernet services

How to test the availability of E1 services


If the test result is intermittent, the signal flapping occurs.
