Service Holding on ap-system-profile

I've AirEngine 9700-M, I want to activate Service Holding on ap-system-profile. When I input "keep-service enable allow new-access". Just "this configuration is invalid for the WDS network" always appear, why its happen?

In the product documentation, it is specified that the WDS network does not support service hold upon CAPWAP link disconnection. Therefore, keep-service enable allow new-access cannot be configured.
