Well, USG saved the day :) Unfortunately it is the main reason. If you have USG 6320 or higher you can always purchase an HDD.

Did you try to send a test mail? Was it successful? If not, could you please post your mail settings?

i have find this:

display mail-send policy
2017-01-27 18:03.400
Erorr: The device has no hard disk, and log reports cannot be sent via e-mail.

can be the root problem?

perhaps the usg could send log to a external log collector, and this external collector send email based on filters for the same result,
