What is the difference between SDH services and SDH concatenated services ?

I know SDH services are STM1,STM4 etc and SDH concatenated services are VC-4 4c etc. I mean aren't they the same things ? I mean don't 4 VC-4s make one STM 16

STM-N is a synchronous transmission module that converts optical signals into optical signals and transmits them over optical fibers. The VC4 is a virtual container for loading 155 Mbit/s services. In the cross-connect grooming of the SDH equipment, the cross-connect board can use one VC4 as the cross-connect granularity or four VC4s (VC-4 4c) as the cross-connect granularity. The advantage of using four VC-4s as cross-connect granularities is that only a part of the bandwidth of the first VC-4 is needed to transmit overhead management bytes, and the rest can be used to transmit service signals.

SDH originates from Synchronous Optical Network (SONET). SDH circuits provide enterprises with reliable and secure transmissions over their own dedicated connection that is always on. Constructing voice and data backbone networks.

Virtual concatenation (VCAT) or SDH concatenation is an inverse multiplexing technique creating a large capacity payload container distributed over multiple smaller capacity TDM signals. These signals may be transported or routed independently. Virtual concatenation has been defined for SONET/SDH, OTN and PDH path signals.
