In the uplink direction, the SACCH sends the measurement report received by the MS on the signal strength of the serving and neighboring cells, while in the downlink direction, it is used for power management and time adjustment of the MS. SACCH is allocated to a dedicated channel and allows different types of control signaling to pass.
