RX optical power on HG8245Q2

In RX optical power i have value lower then reccomended. My value is -32.22, reference value is -27 to -8 dBm. This is from first day since ONT is installed. I have a lot speed problems with wifi, also on lan (but dont use lan devices, attach only for testing). Sometimes speed is 1-3 MB!!! Emmbarasing. In contract is writen 50MB.  On pic no2 is tested speed in moment of writing this post.

My question is: Is this is my side problem or operater problem? Its cable problem maybe?

Dear friend!

The receive optical power of your equipment needs to be increased, and its value must be within the specified range. Contact your local carrier (or device installer) and they are responsible for resolving this issue.

For your Internet access bandwidth, it is recommended that you handle the first problem first and then the second problem because the quality of the line also affects the Internet access bandwidth.

Before performing a network speed test, disable unnecessary software and ensure that no other device on the LAN occupies the network speed, use dedicated speed test software to check the network speed. (Do not perform the test during peak hours.) If the actual bandwidth is much different from the bandwidth promised by the network operator, contact your carrier to rectify the fault.

The current RX value -32.22dBm is below the lower reference value of -27dBm. In order to work properly needs to be between -27dBm and -8dBm. This is something that your service provider/operator needs to fix.

There could be some sort of fault in the cable plant (bad splice, dirty connector, poorly seated jumper etc.) that's causing excessive signal loss. They have to fix it for you and leave it in the expected/reference values for proper operation.

Hello friend! ONT's Optical Power Range:

For the ONTs using GPON upstream transmission: -27 dBm to -8 dBm (Class B+); -30 dBm to -8dBm
(Class C+).
For the ONTs using XG-PON upstream transmission: -28dBm to –8dBm (Class N1a); -28dBm to -
8dBm (Class N2a).

Thanks for answer but i call operater and complain more then 8 times and last time I got answer that its my fault, to many devices on wifi (i have 4). Answer before that is: "we are reset modem, problem solved" but problem is still here. Before reporting problem on higher institution by law i want to be shure that all on my side is ok, not my fault.

This requires you to communicate patiently with local telecom operators. We can only provide you with technical suggestions.
If they haven't dealt with it for you, you can try to check whether the optical fiber in your home is too small by bending radius or too tight by other objects.
Then check whether the joints in each place are loose or unclean, or flooded by water and other abnormal phenomena.
When you remove the line fault, then do the correct network speed measurement.
